Any Harley Davidson shop wil have what you are looking for. Buy non-bridged risers, as the bridged type will not fit the Savage without going through a lot of extra work. Any HD spec bar works fine on the Savage, as long as you get the true round style (non-dimpled). Dimpled bars are slightly oval in shape and require grinding of your switch boxes to make them fit. When you drill the new bars for your switch box locator pins (trust me, this is needed on all new bars except factory replacements), make sure to put three or four layers of heavy masking tape where you intend to drill. You'll save on the amount of bit walking.

As to the idle, change brands of gas. Your bike does not like whatever you are using. I've had no problems with Exxon or Chevron, and if you are stateside, run them. Octane range is your choice, I prefer premium.
